Yes. Encountered more dogs here than about anywhere I've been but it is a big area and didn't feel crowded. Also, all dog owners and their varmints were well behaved. Leash law is in effect to protect the plants and grounds and also all the other visitors who walk or run the many trails.
To the best of my knowledge, the trails are free. The children's garden may have a fee. Sorry, I don't have more information. Enjoy your time if you go!
