Yes, I have seen dogs on leash at Rocky Falls. The official rule is: -Pets must be on a leash, unless when actively engaged in legal hunting in accordance with state laws.
It’s cold. You can wade through (with water boots) but probably not swim without freezing. The temps at night are still very low so warmest time is probably afternoon.
