Starting at Bear Mountain Inn it took about 1.5 hours. There were couple of areas with steep climbing. If she is used to long walks or hiking and in good health may be should could do it. Otherwise I would recommend that she goes by car.

Hiked up to Perkins Memorial Tower this past spring (2023) with my kids - ages 10 & 12. We took our time (including several stops for photos) & it took us almost an hour. For reference: I am over 50, approximately 75 pounds overweight & do not regularly exercise. Other than that, I have no major health problems. My husband who has knee problems wisely chose to stay home. My kids loved it. Yes, it is breezy at the top, but the views are fantastic. I live local, so before the July '23 flooding, we drove to the top regularly. However, to my knowledge, the road is still closed due to storm damage.
